Because they know that there will be no way you'd be running a beta with RC1 out...

But there are builds before that - to us technical testers Andre - 2-3 weeks max.

The company is getting older and the product cycle is slowed .. a year isn't that long anymore. Besides, Vista probably will RTM late Novemeber and be publically released in January so most whoever's running the Beta will probably want the fixed code.
